Description:
LWR seeks an experienced Monitoring and Evaluation Manager to join a newly created M&E Department, tasked with increasing LWR’s ability to better demonstrate measurable impact of its programs. The M&E Manager will report to LWR’s Director for M&E, and will both support organization-wide initiatives to improve project design, M&E, and learning, but will also provide direct proposal and implementation support to field teams.
The M&E Manager will direct and guide LWR international programs staff both at HQ and in country offices, in meeting their M&E requirements, with practical, solution-focused support. The M&E manager will also provide ongoing assessment of LWR's evaluation needs, designing and developing integrated evaluation approaches to measure program progress and performance. S/he will ensure that the M&E systems are sufficiently flexible to work in local contexts and for specific regional strategies.
This position is well suited for an experienced M&E professional who has worked extensively both in the field and in HQ settings, and is well versed in the current discourse related to M&E in the international development and humanitarian aid field. This position will join a team with a committed and enthusiastic organizational mandate for significantly enhancing M&E systems, including an operational budget, tremendous flexibility for innovation, and exciting institutional partnerships, as well as significant room for professional growth.
Duties:
1. Build solid relationships with LWR staff to develop a clear understanding of their strategies and program activities, and to optimize training and technical support for the monitoring and evaluation aspects of their work.
2. Assist LWR field and headquarters staff in use of: 1) innovative, efficient, and effective participatory monitoring and evaluation tools and methods; 2) cost-effective, easily manageable, and user-friendly systems for data collection, analysis, and reporting; 3) effective strategies for reflection on and dissemination of lessons learned;
3. Provide LWR field and headquarters staff with direct technical assistance in preparing and reviewing M&E components of internal and externally funded LWR proposals.
4. Help LWR overseas staff identify and coordinate the work of country-based and international evaluation consultants, ensuring quality assessments to inform organizational decision-making. Review evaluation Terms of References and especially screen for solid methodologies. Lead and participate in periodic project or program evaluations/reviews as needed.
5. Analyze evaluation study results and synthesize their implications for program performance and development. Present these findings clearly and succinctly, both orally and in writing, to LWR's board, staff, partners, and funders.
6. Provide coordination and training to help LWR staff and partners develop the skills and experience needed to design effective projects that will result in useful information for planning, monitoring, and evaluation.
7. Support LWR’s efforts to consider it’s overall organizational effectiveness, and the measurement of its strategic plan.
8. Extensive travel, perhaps 50% or more, occasionally in difficult terrain. Represent LWR regularly at conferences, working groups and other external technical sessions.
9. At least 25% of time directly supporting LWR’s project portfolio in Latin America, which for the next year at least has a gap in regional support for M&E.
Qualifications:
1. Minimum master's degree in anthropology, sociology, economics, international development, or a relevant social science field; specialized training in participatory monitoring and evaluation in international contexts.
2. 7-10 years experience working in the international development/humanitarian aid field, with at least 5 years in a management or significant technical advisory role. Experience with direct project implementation abroad, especially at the community and local partner organization level in Africa, Asia, and/or Latin America (especially rural communities). Some experience with international aid agency HQ-level systems also required; preferably a few years working in a headquarters capacity.
3. At least 5 years specific experience working with monitoring and evaluation systems of international development projects. In-depth knowledge of participatory planning, monitoring, evaluation, and learning systems, methods, and tools within a development/relief NGO context; must be able to demonstrate experience in direct support of the development M&E tools and managing/supporting evaluations, including managing consultants.
4. Experience in training, facilitation, and/or program support, especially related to capacity building for evaluation. Experience in supporting local field partners’ needs in a coaching (not directive) model preferable.
5. Experience in both writing and reviewing evaluation terms of references, with a strong skill set in both qualitative and quantitative methods. Specifically the ability to review sample size calculations and other statistical analysis strongly preferable. Experience with RCT models and quasi-experimental impact evaluations preferable.
6. Experience in proposal writing for major donors; specifically experience in supporting design, M&E, learning and M&E budget components of project proposals, especially with USAID project proposals preferred.
7. Highly developed analytical and communication skills, and ability to assimilate and process information for wide-ranging audiences.
8. Ability to resolve problems creatively and logically; synthesize; readily grasp issues and the means to address them; and translate ideas into action with a strong results orientation.
9. Strong commitment to LWR's core values, and ability to model those values in relationships with colleagues and partners.
10. Excellent interpersonal skills, and the ability to thrive in an unstructured environment with competing demands on time, and a diverse “client base” of LWR’s regional teams at HQ and country offices.
11. Proficiency in Spanish required; French also preferable.
